Festival regulations

  • General conditions

    All the foreign players without FIDE rating must show proof of their rating national. The changes and the results of the rankings follow current rating of FIDE and FSI. The subdivision of the players in different tournaments of the Festival will follow the following table.

    The Organization reserves the right to accept, at its discretion, up to 6 wild card for the MASTER and 4 wild card for the OPEN A.  Subscription requests in a tournament other than to direct assignment must be submitted via mail to the address registration@romacittaperta.com 

  • Cadence and membership

    The rate of play is 90 minutes for the first 40 moves + 30’ for the game to end + 30’ starting from the first move to the MASTER and The OPEN A. The rate of play is 90’ + 30’ starting from the first move to the OPEN B and C.  Sbowel function, the derogation made on the basis of the recommendation of the President FSI, the italians everywhere-residents and foreign residents in Italy must be registered for the year 2025, with card FSI racing at the track. It is NOT possible to make the membership FSI, which is also valid for the current year, at the headquarters of the game.

  • Matching policy and the playoff

    The Festival will be managed with the swiss system of pairing FIDE (Dutch) using a layered approach to ensure that the players with the best overall performance and the strongest opponents are ranked higher. The rules of the tie-break, which are applied in the following order and are used to resolve ties in the final standings, when the players have the same final score:

    1. REP (Number of games): The players with the same score are classified according to the number of games won, with the preference for the victories and more.
    2. Buchholz TOT: This criterion calculates the sum of the scores of the opponents of a player, where a total higher indicates a better performance against stronger opponents.
    3. Buchholz Cut 1: This is a modified version of the Buchholz TOT, in which the lowest score of the opponent is excluded before the sum.
    4. ARO (Average rating of the Opponents): This tie-break, which calculates the average rating of the opponents of a player, where the highest averages indicate to face the strongest players.
    5. PUB (Publication): refers to a method in which players are classified according to their order of publication, if applicable to the specific tournament.
  • Games in the pairing list and delays

    It is possible, for players who make a request, before the start of the tournament, use the flap to forfeit, to the exclusion of the last 2 rounds, in accordance with art. 6.3.1 RTF. The player assenterà for a round of the game without having notified his absence before the match you will be considered absent undue. The player who reaches the game of chess, with over 60 minutes of delay in the time of the beginning of the established session, the game will lose the game. All the technical decisions of the Race Direction will be final

  • Awards

    The award ceremony is an integral part of the Festival, therefore, players present at the end of the event renounce the awards that may have accrued. The awards ceremony will be followed by the last turn of the game, and the start time will be communicated before the last round

  • Electronic devices and cigarettes

    There is an absolute prohibition of the introduction into the competition area electronic devices of communication (cell phones, smartphones, tablets, handhelds, etc): those who violate the rule will be sanctioned according to the rules of the FAITH. The organization will arrange a wardrobe service for electronic equipment. There is an absolute prohibition of smoking, including electronic cigarettes.

  • Accreditation

    It is mandatory for all players to confirm the participation in the festival through accreditation in physical at the gambling hall as specified in the schedule of the Festival. We remind you that the foreign players must be in possession of the FIN (FIDE Identity number); those who had not has to ask for a time to her own federation or by the FIDE Arena. The handicapped players with special needs, please contact us in advance, the organization of their presence at the event, with the aim of producing the best accommodation logistics inside the game room

  • Consent and permissions

    Tournament registration implies the consent of each player to the publication of certain personal data (surname, name, category, Rating), as well as of the achieved result, the publication of the matches, image by photography or video recording in the seat of the tournament), on the websites of the ASD Popular School of Chess, and the Web of the Festival. For the minor with the registration of such consent is given by the parents or by the person exercising parental authority. The organization, in accordance with the regulations FSI and FIDE in force at the time of the event and the necessary permissions, reserves the right to make any amendments to this regulation, which are necessary for the success of the event.
